Repackaging is the transfer of material from one container into another, or the relabelling of an existing container under a new identifier. It is a legitimate and common operation, and it is also the point at which lot traceability is most often lost.[1]

A repackager who assigns a new batch number without recording the original one has severed the link between the container and every determination ever made on the material. The resulting vial cannot be associated with any certificate, however genuine that certificate is.[2]

Repackaging also introduces its own risks. Material is exposed to the environment during transfer, containers and closures may differ from those the stability data were generated in, and any new dating is a fresh assertion rather than an inherited one.[3]

Why the record is the whole thing

Nothing about repackaged material is detectable by analysis. A repackaged peptide is the same molecule, and a determination on it returns the same numbers; what has changed is what is known about where it came from.[2]

The last row is subtler than it looks. Retaining the original identifier preserves the link to the manufacturer's records but conceals that a repackaging step occurred, so the container's history is understated rather than lost.

This is why the observable indicators described at Lot traceability — identifier agreement across vial, certificate and paperwork, and retrievability of a certificate for an older lot — are the practical tests available to a purchaser.[4]

Environmental exposure during transfer

Opening a container exposes its contents to atmospheric moisture and oxygen. Lyophilised peptides are hygroscopic, so water content rises measurably during any open handling, and a repackaged material may carry a higher water content than the certificate for the original lot reported. Container and closure differ too. Stability data are generated in a specific container-closure system, and transferring material to a different one invalidates the direct applicability of those data — a technical point rather than a legal one for material outside regulated supply.

Where the original container was stoppered under vacuum or inert gas, that headspace is lost on opening and is not reproduced unless the repackaging operation restores it. See Vial filling and stoppering.[1]

Repackaging as a market structure

A substantial part of research-chemical supply consists of material bought in bulk and repackaged into small vials. This is not concealed and is not irregular; bulk material is how a chemical manufacturer sells, and small vials are how a research purchaser buys.[4]

What varies is documentary practice. A repackager that records the source lot, issues its own identifier with a back-reference, and can produce both on request has preserved the chain; one that does not has not.
